Foreign citizens can purchase real estate in the Russian Federation

In accordance with point 3 of Article 62 of the Constitution of the Russian Federation, foreign and stateless citizens enjoy rights in the Russian Federation and bear responsibilities on an equal basis with citizens of the Russian Federation, except for cases established by a federal law or an international treaty of the Russian Federation.

In accordance with the constitution mentioned above and in accordance with various federal laws, foreign citizens can purchase real estate (apartment, house, plot of land for construction) in the Russian Federation with the exception of areas with agricultural status, areas located near the borders of the country and other special areas established by law.

Foreign citizens can purchase real estate in the Russian Federation without staying in Russia by giving a power of attorney to someone who represents them. The power of attorney for the purchase must be notarized and approved by the consulate of the Russian Federation in that country.

If the buyer is only interested in the purchase, then the power of attorney will state that the power of attorney can only purchase and register the real estate in the name of the buyer.
